Permit Parking Scheme
A Permit Parking Scheme (PPS) is used by Council to manage the availability of on-street parking spaces in a given area. It allows for the conversion of un-restricted on-street parking spaces into areas with exemptions for authorised residents and businesses.
Generally competition for on-street parking spaces is typically high in areas close to commercial centres, shopping centres, bus stations, etc. Residents in these areas who have no access to off-street parking, and who cannot reasonably provide such a facility, are most disadvantaged.
In an effort to ameliorate the situation, Council has adopted a number of Permit Parking Schemes for certain areas of the Local Government Area.
Typically, two (2) hour parking restrictions are imposed into an area, as this provides a reasonable vehicle turnover rate for on-street parking spaces and therefore increases opportunities for residents to gain access to parking spaces. However, some areas have four (4) hour parking restrictions, while other areas have a combination of two (2) & four (4) hours depending on the time of day.
How do I know if I'm in a Permit Parking Scheme area?
All streets in a Permit Parking Scheme area are signposted with parking restrictions with the wording "Permit Holders Excepted" or "Authorised Residents Vehicles Excepted". Check the parking signs in your street near your premises. Check this map for the current -

What is a Parking Scheme permit?
A Leichhardt Municipal Council permit exempts vehicles displaying the permit from the time limits (and payments) imposed by parking signs bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number eg. "Authorised Area R1" as shown on the permit. Please note that Leichhardt Municipal Council Permits are only valid within the Leichhardt Municipality.
What does the Parking Scheme permit allow me to do?
Provided the permit is correctly used (refer to Conditions of Use below), when your vehicle displays the permit, you are entitled to unrestricted legal parking and where applicable fee free parking (eg. parking meter areas). However this only applies in streets where the Permit Parking Scheme area "letter and number" on the parking sign is the same as the area "letter and number" on your permit eg."Authorised Area R1".
Please note that the parking permit does not guarantee you on-street parking spaces in your street or PPS area.
What are the different types of Parking Scheme permits?
There are six types of permits available in Leichhardt Council:
1. Resident Parking Permit
2. Business Parking Permit
3. Visitor Parking Permit (not available in all PPS areas)
4. Loading Parking Permit (not available in all PPS areas)
5. Pensioner Parking Permit
6. Temporary Parking Permit (issued for a maximum of three (3) months only)
Who is eligible to apply for a Parking Scheme permit?
To be eligible to participate in a Permit Parking Scheme you must be a permanent resident or the proprietor of a registered business located within the boundaries of a Leichhardt Municipal Council PPS area.
When applying for a resident PPS permit you must provide documentation verifying that you are the resident of the property such as:
- Current NSW Drivers License
- Current Lease Agreement (front page only)
- Current Rates Notice (document must show the same mailing address as the address nominated on this application form)
- Pensioner Permits applications only (current Commonwealth Department of Family and Community Services pensioner concession card)
When applying for a business PPS permit you must provide documentation verifying that you are the business proprietor of the property such as:
- Current ACN Registration Certificate
- Current Lease Agreement (front page only) (document must show name of the applicant nominated on this application form)
How many Parking Scheme permits can I apply for?
The number of resident and business parking permits available per place of residence or business are summarised below:
- No (nil) off street spaces with 1 car at place of residence/business allows 1 resident/business parking permit(s) available.
- No (nil) off street spaces with 2 or more cars at residence/business allows maximum of 2 resident/business parking permits available.
- 1 off street space with 1 car at place of residence/business.No resident/business parking permits will be issued.
- 1 off street space with 2 or more cars at place of residence/business allows 1 resident/business parking permit available.
- 2 off street spaces with 1 or more cars at place of residence/business. No resident/business parking permit will be issued.
- A maximum of one visitor PPS permit may be issued to any one residence where visitor PPS permits are available.
- A maximum of one loading PPS permit may be issued to any one business where loading PPS permits are available.
- A maximum of one pensioner PPS permit may be issued to the vehicle of any one holder of a Commonwealth Department of Family and Community Services pensioner concession card.

Resident / Business Permit Conditions of Use
The permit is only valid;
a) up until the expiry date shown on the permit.
b) if affixed to the vehicle displaying the same vehicle registration number as shown on the permit.
c) if affixed to the inside passenger side of the front windscreen.
d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit.
e) for parking in accordance with the Australian Road Rules.
f) if all of the permit details are fully visible.
- The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.
- The permit is not transferable.
- Damaging / amending and misuse of this permit is an offence minimum fine $375.
- The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria.
- The permit can be withdrawn at the discretion of Council.
Visitor / Loading Permit Conditions of Use
The permit is only valid;
a) up until the expiry date shown on the permit.
b) if visible through the passenger side of the front windscreen.
c) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit.
d) for parking in accordance with the Australian Road Rules.
e) if all of the permit details are fully visible.
- The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.
- The permit must be returned to the authorised resident / business after use or expiry.
- Damaging / amending and misuse of the permit is an offence, minimum fine $375.
- The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria.
- The permit can be withdrawn at the discretion of Council.
Temporary Permit Conditions of Use
The permit is only valid;
a) for the period shown on the permit.
b) if displayed in the vehicle displaying the same vehicle registration number as shown on the permit.
c) if visible through the passenger side of the front windscreen.
d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted" and the corresponding area letter and number as shown on the permit.
e) for parking in accordance with the Australian Road Rules.
- The permit is only valid if all of the permit details are fully visible.
- The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.
- The permit is not transferable.
- Damaging / amending and misuse of the permit is an offence, minimum fine $375.
- The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria.
- The permit can be withdrawn at the discretion of Council.
Pensioner Permit Conditions of Use
The permit is only valid;
a) up until the expiry date shown on the permit.
b) if affixed to the vehicle displaying the same vehicle registration number as shown on the permit.
c) if affixed to the inside passenger side of the front windscreen or the inside passenger side rear fixed window.
d) within Leichhardt Municipal Council Permit Parking Scheme areas with signposting bearing the words "Permit Holders Excepted" or "Authorised Resident Vehicles Excepted".
e) for parking in accordance with the Australian Road Rules.
f) if all of the permit details are fully visible.
- The permit must be clearly visible to an authorised officer. The permit must not be behind tinted glass.
- The permit is not transferable.
- The permit exempts the vehicle from payment at all Leichhardt Municipal Council on-street pay parking meters.
- Damaging / amending and misuse of this permit is an offence, minimum fine $375.
- The permit must be returned to Council if the permit holders circumstances change and/or the permit holder does not meet the eligibility criteria.
- The permit can be withdrawn at the discretion of Council.
What if I need more permits?
Unfortunately in an inner city situation we have to balance everyone's requirements. If we were to give everyone as many permits as they need, there would not be enough spaces to go around.
Why can't I have a permit if I live in a unit block?
Multi-unit dwellings approved after January 2001 are not allowed to participate in a resident parking scheme as off-street parking should be provided in accordance with Council's parking Development Control Plan (DCP).
What happens if I don't have a NSW licence in my current residential address?
If you are a resident of New South Wales, you are required by law to have your licence with your current residential address. If you are a visitor with an interstate or international licence you can show other forms of proof of residency such as a current rates notice or current lease agreement.
What happens if my vehicle isn't registered in NSW or it isn't registered in my name?
Council can only issue annual PPS permits to vehicles that are registered in New South Wales. Council can issue a 'one-off' temporary PPS permit for a maximum period of three months to vehicles registered outside New South Wales.
If you drive a company vehicle, you will need a letter from your employer stating that you regularly use the nominated vehicle.
How much will it cost me for a Permit Parking Scheme permit?
The initial issue of a PPS permit is free. A fee of $119 is charged, however, to replace a LOST.html, damaged or stolen parking permit.
I have a company car that I use permanently - can I get a PPS permit?
Yes
I have LOST.html or had my permit stolen - can I get a replacement permit?
A replacement permit may be issued if the PPS permit is LOST.html or the vehicle displaying the PPS permit is stolen. An application form and statutory declaration must be completed and a fee of $119 paid before a new permit may be issued.
I have sold my car - can I get a replacement permit?
A replacement permit may be issued if the vehicle displaying the PPS permit is damaged or sold. The old PPS permit must be presented to Council. An application form must be completed and a fee of $119 paid before a new permit may be issued.
