You can now receive your Rate Notice electronically
In keeping with Council's commitment to the environment, an option for ratepayers to have their rate notices available electronically via email, instead of by posting a printed notice, has been introduced.
To receive your rate notice electronically register now or for existing users log in.
Rate Payment Methods
There are currently 7 payment methods - listed below:
(Please note that a fee of 0.8% applies to credit card transactions, for bank charges incurred in processing the payment)
1. Pay your Rates On-line
Click HERE to pay your rates on-line (Visa or Mastercard).
Please note: if you are using Internet Explorer as your web browser and you are experiencing problems accessing the on-line payment site please refer to this trouble-shooting website for instructions to resolve the problem.
2.Direct Debit
To arrange for your rates to be paid automatically from your bank account, you will need to complete an application form and forward it to Council.

3. Phone

Customer Reference Number is located on the front of your rate notice.

4. BPAY
To utilise BPAY, contact your financial institution. You can pay by phone or internet from your cheque or savings account (credit cards excluded)

You must quote your six digit reference number from your rate notice.
5. Mail
Make cheque payable to Leichhardt Council and crossed "Not Negotiable".

6. At Council's Offices
Present notice at Leichhardt Council Offices (7-15 Wetherill Street, Leichhardt) Monday to Friday, 8.30 am to 5.15 pm.
7. Commonwealth Bank
When are my rate payments due?
If you wish to pay your rates in full they need to be paid by 31st August.
If you wish to pay by quarterly instalments they are due as follows;

1st instalment 31st August
·
2nd instalment 30 November
·
3rd instalment 28 February
·
4th instalment 31 May
The due dates and the amounts payable for each instalment are shown on your Rates Notice. We will send you an instalment notice for the second, third and a fourth instalment at least one month before payment is due. Please ensure your payment reaches us by the due date shown on your notice.
Late Payment
If your annual or quarterly payment is not paid in full by the due date, interest is payable on the amount overdue.
Interest is calculated on all overdue rates and charges at the rate shown on your rate notice.
What do I get for my Rates?
Leichhardt Council provides a range of day-to-day services for the local community and is responsible for issues that affect our daily lives.
These services include:

Recreation facilities such as public swimming pools and sporting fields

Provision of libraries and community facilities
-
Provision of parks & open space for the benefit of the area

Maintenance of lawns, gardens and nature strips
-
Services for specific groups in the community such as children, young people, older people, people with disabilities, indigenous people and people from culturally and linguistically diverse backgrounds

Infrastructure such as local roads, buildings, drainage, bridges, boat ramps, public toilets and picnic areas

Environmental planning and pollution control

Regulation and inspections to ensure fire safety and building standards are met

Public health and waste education
-
Waste management, including recycling services

Street cleansing and clearing of litter

Strategic planning and planning control of traffic movement, sign posting, safety and transport integration

Provision of street lighting

Provision of bus shelters and other public seating

Health inspections of food premises

Dog, cat & pest control for the amenity of the area

Provision of parking areas and control of illegal parking

Planning and development services

Provision of emergency services, safety and security
Pensioner Rebates
R Ratepayers who are eligible pensioners may be entitled to a rebate on their rates and domestic waste charges up to a maximum of $250.

In addition Council rebates the domestic waste management charge and the stormwater management service charge to pensioners who have continuously been ratepayer/residents of the Municipality of Leichhardt for 10 years or more.
You may be an eligible pensioner for the rebate if:

You are liable (either solely or jointly) for the rates on the property.

The property is your sole or principal residence.
-
You hold a current pensioner concession card issued by either Centrelink or the Department of Veteran's Affairs.

Categorisation of Land
All rateable land within Leichhardt Council is categorised as either Residential or Business. If a property has both Residential and Business use, you can apply to either Council or the Valuer General for consideration as a mixed development. If usage of the property changes (eg. Residential to Business) you must notify Council within 30 days of any such change.
A rateable person may apply in writing to Council at any time for a review of the rating category of their property. If dissatisfied with the decision of Council you may appeal to the Land and Environment Court within 30 days of the decision.

Residential
Land is categoried as residential if:

Its use is for residential accommodation (but not as a hotel, motel, guest house, backpacker hostel or nursing home)

It is vacant land zoned for residential purposes
Business
Land is categoried as business if:

It cannot be categorised as farmland, residential or mining
-
The main land uses in the business category are commercial and industrial
Change of Address

If your current postal address is different from the address shown on the front of the Rate Notice, please notify Council immediately. Notification must be in writing and can be made by post, fax or email.

If you have an agent managing your property, the agent may advise us directly in writing, on your behalf.
Change of Name
If you have changed your name by Deed Poll or by marriage you must contact the office of the Land and Property Information (LPI) NSW - http://www.lands.nsw.gov.au/about_us/faqs/changing_my_name_on_my_title.
The LPI will require a copy of all supporting documentation to process the alterations to your name. The LPI will alter the title deeds and notify Council of the change.
GST on Rates, Domestic Waste Charge & Stormwater Charge
Ordinary Rates, Special Rates,Domestic Waste Charge and Stormwater Charge are ALL exempt from the GST in accordance with Goods and Services Tax legislation.
Rates levied in 2011/2012
The Independant Pricing & Regulatory Tribunal (IPART) of NSW each year advises of the maximum percentage by which Councils are permitted to increase their total rate income. For 2011/12 the approved maximum increase is 2.8%, which has been incorporated in the 2011/12 budget.

Interest on overdue rates and charges will be at the approved rate of interest of 9% pa.
Rates are calculated on land valuations provided by the Valuer General with a base date of 1/7/2008.
Domestic Waste Management Charge
Council must levy a separate charge for domestic waste management services. The cost of these services cannot be financed from ordinary rates and the charge must be sufficient to recover the reasonable costs of providing the services. Domestic waste management charges include garbage, cleanup and recycling services.
